Justin Milliner is a man in his early 40s, about 5'9". Brown to black hair and usually pale. If he doesn't shave, he'll have a faint 5 o'clock. Eyes are blue and usually have circles underneath of them.

Justin Milliner was born to the Milliner family and so did not want for much. His family connections meant he got a good schooling and eventually a good job in Boston. He was embraced along with the Milliner family. He spent a decade in Italy being trained in Necromancy and became one of the few true necromancers of Boston. He did his best to ignore the goings on of the Sabbat outside of the North End.
By 2008, Italy was in shambles, making the local business more important. 2009 led to a financial win for the Giovanni and a loss, which shook the Milliners. The Alliance forming in 2011 might have made things better except for the Beckoning messing everything up. In 2015, Justin and the others answered the summons in Rome and he managed to get out during the hunter attack. He retreated to America to prepare the way for any other survivors.
With the advent of the Treaties in Boston, he has maintained the Giovanni holdings and turned them into the Independent Alliance territory.
After stepping down as Prince, Justin published "The Crossroads of Humanity and Necromancy: On Ethics and the Dead" ((link here - https://docs.google.com/document/d/1PfFXCM_Iqdh7AlxwXXDBxUhzshtNXBY6LCmKGu5xzao/edit?usp=sharing)) in which he lays down arguments for Wraiths being people and warns about the pitfalls of being on Humanity while practicing Necromancy.
On 2023-08-26, Justin helped destroy Sturmbridge's followers, notably destroying Devereaux’s Desk
