Blood Red Rails Vampire the 13th Hour (2020) Domain Code: PA-021-D “Knowing your own darkness is the best method for dealing with the darkness of other people.” -Carl Jung Description: Once a small Anarch Movement stronghold, the City of Altoona along with its neighboring towns of Hollidaysburg and Duncansville are now controlled by the Independent Alliance. The Anarchs were caught by surprise and lost a large number to the Second Inquisition. They reached out to the newly formed Independent Alliance over the Camarilla due to the centuries of resentment between the two. The Anarch Movement thought that they could get help from the fledgling sect and they were right. But that help came with a price. When the smoke cleared the Anarchs did not have the numbers to prevent the Independent Alliance from taking control. This was done by calling in the debts owed for the aid that was given. The Independent Alliance has been a fair group to work with though, and while there is certainly tensions between them due to the change of power, things are generally amicable, at least on the surface.

VSS Boundaries: List of overall city boundaries and how territories are divided ● Altoona, Hollidaysburg, Duncansville PA, and surrounding townships. ● The Independent Alliance holds Praxis over the three, but allows the Anarch Movement to have relative free reign in the Hollidaysburg and Duncansville areas. Storytellers: Sean Sifford vampire_vst@deadlycurves.org Altoona PA, Hollidaysburg PA, Duncansville PA Territory Type: Independent Alliance. Description Altoona is a city of industry and trains. A major shipping route from the NE to the south and west due to the Horseshoe Curve. It has been the host to the meetings of Presidents and governors and the target for espionage. In the World of Darkness, Altoona has not had nearly the decline that is has due to the influence of the various Vampires that have called it home. After the founding of the Independent Alliance and the events of the Second Inquisition, the Independent Alliance established a stronger claim for Authority over the city and the surrounding areas and have built a small but successful casino in the Lakemont township, which falls under their Authority. The rules of Elysium are observed and upheld at Baker’s Mansion in Altoona, and Safe Passage is ensured by the Authority of the Prince and their Marshall.

The Anarchs are permitted to have feeding and territory rights in the Hollidaysburg and Duncansville areas, though they are still under the authority of the Independent Alliance and must obey the rules of that Sect or face the consequences. Otherwise the Anarchs are free to conduct themselves as they see fit.

The Independent Alliance and Anarchs, while tension still exists, continue to work together to maintain the safety of the Vampires there, from both Mortal and potential incursion of the Camarilla, should they decide they want to try and take power there some day. This is not to say that visitors from the Ivory Tower are unwelcome, business is business of course. But they are always met with a wary eye. Territory Timeline 1768 – Hollidaysburg Settled 1831 – Duncansville Founded 1836 – Hollidaysburg Incorporated 1851-1854 – Horseshoe Curve build, becoming a major transit for rail travel and shipping 1854 – Altoona Incorporated 1862 – Altoona home to War Governor’s Conference hosts 13 Union Governors during American Civil War 1920 – a small group of Camarilla loyal Kindred settle into the area. Not enough for a full court or Praxis, they helped to guide the city and assist in growing it to greater prosperity.

1961 – Anarch Free State Established, driving out the few Camarilla loyal Kindred that had resided in the area.

2011 Oct 31 – The Beckoning begins. Altoona does not suffer much from this as there are few if any Elders in the area at this time. 2013 – The Sabbat in Johnstown, PA Disappear 2013 Feb – The Anarchs of Altoona are targeted by the Second Inquisition. They suffer heavy losses. 2013 June – After months of fighting and hiding, the Anarchs reach out to members of the Independent Alliance for aid. Many boons are offered. They Independent Alliance Accepts as this is an opportunity to further their position 2013 July – The Giovanni and Followers of Set of the Independent Alliance, led by Lazaro Giovanni, descend on the city to aid the Anarch Movement.

2014 Jan 5 – The Second Inquisition is driven out. The Anarchs and Independent Alliance clean up the fall out and lay low for the following year to better hide their presence. 2015 – The Independent Alliance seizes the opportunity presented by the weakened Anarchs call in their many boons and take control over Altoona and the surrounding towns of Hollidaysburg and Duncansville, but continue to allow the Anarchs free reign over the later two townships. Lazaro Giovanni becomes the first Prince of Altoona. 2018 March – Lazaro Giovanni grows uninterested with his running of the area and abdicates to focus on his studies. He goes into relative seclusion at this time. 2018 March – XXXXX becomes Prince of Altoona. Katariina Giovanni, Childe of Lazaro becomes Chamberlin of Altoona.

2022 Nov – Katariina Giovanni meets Final Death at the hands of unknown assailants.
