Devlin typically appears as a middle-aged man of average height and above average girth, with long graying brown hair and a full beard. He tends to dress in mostly black, typically a bowler hat, long leather duster, leather vest, collarless shirt, black jeans and harness boots. For dressier occasions, he'll trade out the leather vest for brocade waistcoats in various colors.

- Becomes a reporter for the Pittsburgh Gazette in 1850s.
- Known to be a medium and active in occult and spiritualist circles.
- War correspondent during the Civil War.
- Embraced into Mastiff lineage in 1860s.
- Becomes Sheriff of Pittsburgh in 1921.
Devlin is an established Camarilla Ancilla who is a skilled investigator and troubleshooter. He is known to communicate with the restless dead and is a recognized expert on a variety of supernatural entities. He is a member of the Mastiffs lineage of Nosferatu, known for their dogged defense of the Camarilla.
