Local Laws

• Those not among the Independent Alliance are guests of the city. If they are approved by the Prince, then they are not to be physically harmed during their stay within our city - without the Prince's consent.
  
  • If an individual not of the Independent Alliance harms an Independent Alliance member outside of self-defense, they will have all of their privileges of acceptance revoked.
    
  • If a member of the Independent Alliance harms an outsider outside of self-defense, that Independent Alliance member will be in debt to the Prince for accosting his guest.
    
• The Prince recognizes the following positions within his Domain
  • Constable - This position will be in charge of maintaining and protecting the important locations of the Domain, like the Elysium and Spazio Creativo. They will act much like the position of Keeper from the Camarilla with a broader scope of what they protect. They will also manage the responsibility of handling any interlopers to the Domain.

Saint Mary's Basilica

• Completed in 1914, Saint Mary's Basilica has the distinction of being the longest standing Elysium of the Phoenix domain. Intially utilized by the Camarilla court, it has served for over a century in this fashion. Through the shadow wars waged by the Sabbat, the tension between the Anarchs and the Camarilla and the eventual taking of the Domain by the Independent Alliance - Saint Mary's has stood as a revered location of peace to all Kindred who gaze upon it.

Elysium Traits: Intimidating Ground, Quarantined and Universal Acceptance

South Phoenix Heritage Center

• The Heritage Center is made up of four main buildings and well-maintained grounds with a small pond. The first building is a gallery that local artist can display their work at. There is also a workshop where artists can take classes on the varied mediums of art. The second building hosts a stage and theater for local artists to put on performances. The third building is a library built for the works of local writers. The final building holds the administrative offices and ballrooms that are available for Phoenicians to rent for community events.

The Laws of Elysium

• The Elysium and its contents are sacrosanct and shall not be damaged. None may destroy art located within Elysium.
• The Sentinel’s word is law on these grounds, and she can traditionally punish or even execute anyone who violates Elysium without running afoul of the Traditions.
• Elysium is considered neutral, sanctified ground: separate from sect or politics. Any vampire is welcome, regardless of her sect or political standing.
• Violence of any kind is strictly forbidden upon Elysium grounds.
• No supernatural powers are permitted to be used on the grounds of Elysium. Those who have an appearance which may threaten the Masquerade are encouraged to continue using Obfuscate to avoid disturbing the other guests. This is the only exception.
• No weapons may be brought onto Elysium grounds.
• No one may attempt to inflame the Beast of themselves or another while on Elysium grounds.
• If a vampire brings a non-vampiric (or one who has not been acknowledged) guest to Elysium, she is responsible for that guest’s behavior.
• The presence of Moon-beasts (werewolves), Wild Ones (fae) or Will Workers (mages) are forbidden.
• All hunting is prohibited in the area surrounding an Elysium.

Spazio Creativo

San Carlos Hotel

• The Hotel San Carlos branch in Phoenix, Arizona, also known as San Carlos Hotel, is both an operating hotel and tourist site. It has been associated with ghost sightings. It was listed on the National Register of Historic Places (NRHP) in 1983 as San Carlos Hotel. Before the hotel was built, this was the site of the first school in Phoenix, attended by many of the children who died in the 1918 Spanish flu epidemic. The subsequent luxury hotel was the first place in Phoenix to feature air conditioning, elevators, steam heat, and other features. The most frequently reported ghosts are those of 1928 suicide jumper Leone Jensen (aged 22), and an unidentified little girl (aged 6 to 9), although there have been other suicides and deaths on the premises.
