Mr. Paris is a former mercenary and procurer of items. He says that it is behind him, but he could be swayed if the price was right.
Paris is a creature of decadence. He tries to hide it in public, but the southern gentleman game isn't all true.
Mr. Paris was seen leaving the territory of a certain Nosferatu who may have had a problem with local leadership a day before said leader was found destroyed. Couldn't have been him, he's too friendly.
