Five clans make up the Primogen council of Spokane. These are Ventrue*, Toreador*, Tremere, Banu Haqim, and Nosteratu. The other clans lacking the population to seat a Primogen are represented by an Attaché. These figures are known to all the citizens of the Tower of Spokane.

Tremere: Elizabeth Canter is an elder from Romania. She was originally introduced to Rachel Standish, the first Prince of Spokane, as a protégé of Rebekha and was accepted into the Tower with full privileges. It wasn’t until the fracture of the Pyramid and the Beckoning that Elizabeth was able to reveal herself as the mysterious Telyav bloodline. Her loyalty to the Tower and her ability to establish a working balance between the different philosophies among her clan have earned her a seat on the Primogen council where she works for the betterment of the clan as a whole.

Banu Haqim: Imam Alim, a Vizier born in Persia, is not only the Primogen of the Tower Banu but is a respected spiritual leader of the all the Banu in the city. He is a humble man, secure in the roles fate has placed him in. He will always offer aid to a brother or sister Banu regardless of sect affiliation although he will never compromise the security of the Tower.

Nosferatu: Barney Marsh from Chicago is a cruel and dangerous creature. He rules over the Nosferatu clan as their master. He is equally as arrogant and demanding among his peers on the Primogen council. There is a barely hidden sense of disrespect and contempt for anything that is not his idea.

Attaché: Sophia Dusheva was born behind the Iron Curtain and developed a reputation for advocating for disenfranchised and underrepresented clans. As the attaché, she speaks for single members of clans as they have no Primogen. While she shares the status of her peers, she is considered a lesser player in the council.
