In counterpoint to his fashionable dress, a utilitarian rapier with a spiraling copper hilt and a scabbard of battered leather is nearly always at the selkie's side, unless court protocols dictate that he go unarmed. **THIS CHARACTER IS CURRENTLY INACTIVE UNTIL A VIRTUAL VSS BECOMES AVAILABLE**
|timeline=*1958 - Edward Atwater is born in Devon, England a county bounded by the English Channel to the south and the Bristol to the north. His father was Richard Atwater, and his mother was Rush, a selkie whose coat Edward eventually inherited - but before his mother passed.
*1959 - The Atwaters move to New England. supposedly for a job opportunity of Richard's.
*1961 - Edward goes through Chrysalis.
*1964 - Edward goes from Foundling to Errant and begins calling himsel Edwin Devonshire, after his home.
*1968 - Edwin is elevated to Squire in recognition of his actions when his group was attacked by a pack of maddened chimera during a hunt. He saved a noblewoman of House Ailil and earned thier attention.
*1969- Devonshire matures to the seeming of Wilder, gaining both confidence and responsibility.
*1972 - The selkie joins the accordance war, fighting on the side of the commoners - not as much as he believes in their cause as he has little desire to see the Sidhe establish themselves as the de facto rulers of the Fae. But the Night of Knives rankles him, and he knows it a horrible waste. He is knighted this year for valor in battle.
*1973 - Devonshire loses his left eye to a cold iron bolt from a Sidhe assassin. He stalks his assailant and kills them with that same bolt. He makes it most of the way back to camp before collapsing. He lives, but the eye is beyond hope.
*1975 - Edwin is made a Baron and given a charter to Paumanok Island by a Countess of House Scathach. It is rumored that the Countess perished with so many others in the Deep Dreaming with David Ardry, but who she was and how she had a title to Long Island remains unknown.
*1990 - The Baron moves to New York City. By this time both of his parents have passed naturally, and he retains ownership of the home. He eventually makes his way to the Freehold of Turtle Bay, where he currently resides as a guest of Klaus von Teutoberg.
*2021 - Devonshire proves mettle in various arenas - first by being victorious in a drinking competition hosted by Klaus von Teutoberg as part of his challenge to retain authority over Turtle bay , and secondly by being the last one standing in the brawl at the Beltane celebration in Minneapolis. This second feat earned him the title of *Champion*, a mantle he will bear until May Day of 2022. In the recent Battle of the Roadhouse, the valiant forces of Turtle Bay and their allies took the field against Jenny Redteeth - a field that they chose through attrition, manipulation, and dedication. Facing off against cold iron sniper fire, the inhuman bladework of the vile Rat Breath, and a pair of titanic ettins, Turtle Bay were the victors. At a critical moment when Jenny sneered that those gathered against her could either apprehend her or save the hostages she held - Princess Alexandra and Baron Tiamat - Devonshire struck. The redcap was quickly ensnared in ice and blinded by a stream of frost.
2022 - Devonshire disappears from public view. His current whereabouts are unknown.
|rumors=*The Baron was to take part in a Shadow Court ritual to ignite a Samhain balefire that could have ended in a sacrifice of an American Legend.. a Legend that owns the Baron a favor
*At the Lughnasadh gala oneyear, Devonshire had the first dance of the evening with then-Queen Kiara Knightly., and since then regular letters were delivered by Devonshire's loyal kinain to the Duchess' compound. One of the more recent missives contained an oath..but which?
*During the Winter Ball, Devonshire received both an invitation for drinks with the High Regent and a phone number from the Princess of Concordia. Exactly how well connected is this man?
*A certain group of Seelie frustrated the Baron one night, and now he hunts for more information on them. But who, and exactly what they did, no one is willing to say.
*There have been several years of tension between Baron Devonshire and the Tyrant of Turtle Bay, Klaus von Teutoburg. Is the selkie looking to usurp the usurper? Are their other, darker factors between them? Does it have to do with the mission below that resulted in the Balefire of the Freehold being kindled? What happened down there, anyway..
*A group of Goblin Town servitor chimera were torn apart and partially eaten on the Baron's very doorstep. He has taken the event personally.
*The bastard punched out a unicorn. Can you believe it?
*A short while ago a number of witnesses saw the baron , in order to dispose of some bloody evidence, cause a gas-filled trailer to be struck with three bolts of lightning. They struck within moments of one another, causing a thunderous explosion to echo for miles. Anything in that trailer, living or dead, was instantly ash and memory. If the Baron had wanted some uncomfortable things - or persons - disposed of, then he did so most effectively.
|quotes=(to Duchess Kiara, when asked how he knew of her fondness for Disney animation ) ""It could be I listened, it could be my skill as a soothsayer is better than I realized, or a seagull could have lectured me on this topic three hours past. Who can say?"

(After killing the Sidhe archer that took out his eye with cold iron, by stabbing them with the same quarrel he'd been shot with) "Looks like you've got a bit of Selkie blood in you. Normally, I'd just say it isn't fatal, but in your case..."
(to a hapless lackey who nearly pulled a gun on Devonshire during a conversation.) "Before we go forward, know that if you draw that gun, my most immediate concern will be were to send the weregild to recognize your passing.." shortly the Baron rose to leave. "And go find yourself a cup of tea, or something.
Description
Situated on the site of one of the city’s many “Secret Libraries”; a members only private club dedicated to the occult, paraphenomenology, and esoterica called The Bookstore, the Baronial seat is the center to Kithain social life in the City.

In addition to the aforementioned library, the club has a history of having been a speakeasy during prohibition, and the bar itself, accessible through one of the library’s shelves, still does lively business for Kithain and their human guests.

Location: An old bookstore / speakeasy in Eastern Midtown Manhattan.

Also Known As: The Speakeasy, The Library Speakeasy.

Freehold Type: Balefire Level 3.

Leadership
* Freehold Leader - Klaus von Teutoburg, styled the Tyrant.
* Seer - Iris Argiope
* Senechal - Libtina Breathstiller, styled the Tyrant's Sinister Hand.
* Steward - Ruby Rae Montgomery
* Bard - Erzulie Daniels, styled the Tyrant's Voice.

IC Knowledge
* What do visitors know about your Freehold?
Turtle Bay sits on top of a giant, malfunctioning magical clock inhabited by corrupted Chimera. Time occasionally runs in weird ways, and hungry chimerical beasts roam the streets freely.
* Are there any customs or local laws?
The Unseelie leadership of the Freehold has little in terms of laws, except for several customary celebrations. Other than that, the Freehold's main tenet is, "Thou shalt not annoy the Tyrant." The Shadow Court is generally held in suspicion, though less so than in the earlier times; Shadow Courtiers openly professing their allegiance should expect to have to prove themselves worthy of trust.
* What is known about the history?
The death of High King David, the destruction of Goblin Town, and the disappearance of both of the city's Balefires during the Timeless Years saw the majority of the city's Kithain population dead or fleeing. Those remaining were under the tentative leadership of one of High King David's former courtiers. By 2014, the storms of Winter began to take hold in earnest, and New York city was still lacking an active Balefire. Recognizing the need for one, a joint expedition by both Courts was organized, which eventually succeeded in breaching the deepest levels of Goblin Town. On 1 January 2014, a Balefire took root in a building in Manhattan, and the Freehold took up the name Turtle Bay, after the original Lenape name for the area.
* What has been happening recently?
For almost a year, the city had been plagued by Fae Raiders from Long Island and rampaging Chimera. Not too long ago, the Chimera were brought under control and the Raiders forced into a decisive battle that saw their forces crushed. Yet, another force of Raiders managed to break through the Freehold's defenses and were stopped from reaching the Balefire only at the cost of several souls lost to cold iron. The Freehold still stands, though brutally punished, and is yet to decide on the course it will take in the future.
* Are there any sacred spaces or places of particular import?
The Winter Palace is the site of High King David Ardry's winter residence, and is customarily held to be exterritorial. It is managed by the Ardry family trust. It's Balefire has been missing since the coming of Winter.
* Are their neighboring towns, territories, or previous Freeholds, that are claimed by the authority of the Freehold?
The Barony and Freehold of Turtle Bay claim succession to Goblin Town, and thus claim sovereignty over its full territory in addition to the whole of Manhattan Island. In actuality, their hold over Goblin Town is tentative at best. Furthermore, possession of a part of Goblin Town located on Roosevelt Island is disputed by the Barony of Seadrake Hall.

Timeline
* Jan. 1, 2014 - The new Freehold of Turtle Bay is founded, following a quest to retrieve its Balefire from Goblin Town.
* Dec. 20, 2020 - High Regent Mielge holds court at the Winter Garden, pronouncing the dissolution of Concordia's monarchies and throwing the Kithain nation into chaos.
* Spring 2021 - Raiding Kithain from Long Island launch first attacks against the Freehold.
* Jul. 17, 2021 - Battle of Unicorn Grove. Turtle Bay forces lure the Raiders into open confrontation. The Raiders' leader, the Redcap Jenny Redteeth, reveals herself.
* Sept. - Oct. 2021 - In a massed attack, the Raiders storm Mickey Finn's Roadhouse, capturing several of its members and laying siege to the holdouts. Turtle Bay responds with a protracted campaign of terror and psychological warfare.
* Oct. 23, 2021 - On Samhain Night, the Wyld Hunt rides. The Kithain of Turtle Bay relieve the besieged Roadhouse and claim the head of Jenny Redteeth. At the same time, a force of Goblins armed with cold iron storm the Freehold under the command of Jenny's presumed benefactors. They almost succeed in reaching the Balefire, but are held back at the cost of several lives. They retreat into Goblin Town in good order, after inflicting devastating damage to the Freehold. The Unseelie leadership of the Freehold swears terrible vengeance; in a grisly nod to All Hallow's Eve, the Freehold is decorated with Thallain heads placed on spikes.
Always present will be a patch over his left eye, lost to cold iron in the Accordance War.
In counterpoint to his fashionable dress, a utilitarian rapier with a spiraling copper hilt and a scabbard of battered leather is always at the selkie's side, unless court protocols dictate that he go unarmed. But those who get close enough to either smell the salt breeze that lingers about him, or shiver at the occasional chill that permeates the air.. may realize that even without steel in hand, the baron is far from weaponless.
His coat of arms, Azure a ford a tower argent in fess point striking it from chief sinister a lightning bolt or bendwise sinister , tells some of his story, but for those curious, they can always ask the Baron directly.
|timeline=*1958 - Edward Atwater is born in Devon, England a county bounded by the English Channel to the south and the Bristol to the north.
*2021 - Devonshire proves mettle in various arenas - first by being victorious in a drinking competition hosted by Klaus von Teutoberg as part of his challenge to retain authority over Turtle bay , and secondly by being the last one standing in the brawl at the Beltane celebration in_____. This second feat earned him the title of *Champion*, a mantle he will bear until May Day of 2022.
|rumors=*The Baron was to take part in a Shadow Court ritual to ignite a Samhain balefire that could have ended in a sacrifice of an American Legend.. a Legend that owns the Baron a favor
Description
Mephistophelian-looking - tall, dark, imposing, with a face sharp and pointed, a magnificent rack of curved horns and an equally magnificent beard and mane, and eyes the color of hellfire. Walks with a pronounced limp. Typically wears a sharp business suit over a black sweater, or, less formally, subtly militaristic rivethead-style outfits. His chimerical garb complements that with a dense mantle of torn burlap and numerous chains wrapped around his body. A bell of dull-colored metal rattles on a leather collar on his neck.

Interests: German history and literature, kink, industrial rock, cookies.
Bio
* 1982 - Born Jan Niklaus Sauer.
* 2003 - Emerges among the Kithain after a Chrysalis during a wild student Christmas party at Cooper Union. Connects with several Nocker residents of Goblin Town attending the same party.
* 2008 - Goblin Town destroyed by rampaging Chimerae. Klaus's acquaintances are never seen again, and presumed perished.
* 2010 - Opens the Arson lounge, which doubles as an underground BDSM club and becomes a "point of gravitation" for the local Unseelie community. De-facto mastermind of multiple Unseelie hijinks. Positions himself as a "mustache-twirling villain", which leads to the development of NYC's distinct Unseelie style once described as "mostly harmless performative villainy".
* 2012 - The Crystal Egg Affair.
* 2014 - The idea to acquire a Kindling Stone to light a Balefire in NYC begins floating around. A group of Kithain, with Klaus among them, undertakes a quest to the center of Goblin Town. The knowledge acquired during his previous visits helps him lead the party to avoid several Nocker traps. Upon return, Klaus "usurps" the seat of the Freehold's Baron - although, in fact, no one else really wanted the job.
"You do not make history. You can only hope to survive it."
- G'Kar, "Babylon 5"

“I see how it is. We agree to single combat and of course you can still use your enchanted sword, but I bring a single massive flying fortress and suddenly it’s ‘treachery’ and ‘against the spirit of the agreement’.”
– Dread Emperor Perfidious

They say that life's a carousel
Spinning fast, you've got to ride it well
The world is full of kings and queens
Who blind your eyes and steal your dreams
It's heaven and hell, oh well

And they'll tell you black is really white
The moon is just the sun at night
And when you walk in golden halls
You get to keep the gold that falls
It's heaven and hell, oh no
- Black Sabbath, "Heaven and Hell"

"You couldn't make him up in a story, it would be too unbelievable. He's one of the most interesting and strangely delightful characters I've come across in my travels, and that's saying a lot."
– Erzulie Daniels
"A capable leader, to be sure. Sone of his proclivities do leave me wondering.. for example, why he is so fond of thwarted villainy that I expect he craves being beaten repeatedly by Moose and Squirrel."
|desc=Devonshire is almost always immaculately dressed, with colors generally favoring greys, blues, and greens.
His coat of arms, Azure a ford a tower argent in fess point striking it from chief sinister a lightning bolt or bendwise sinister , tells some of his story, but for those curious, they can always ask the Baron directly.
|rumors=*The Baron was to take part in a Shadow Court ritual to ignite a Samhain balefire that could have ended in a sacrifice of an American Legend.. a Legend that owns the Baron a favor
*At the Lughnasadh gala last year, Devonshire had the first dance of the evening with then-Queen Kiara Knightly., and since then regular letters have been delivered by Devonshire's loyal kinain to the Duchess' compound.
*Devonshire was given charter to a section of Long Island by a Countess of House Scathach. But who, how, and why...
|quotes=(to Duchess Kiara, when asked how he knew of her fondness for Disney animation ) ""It could be I listened, it could be my skill as a soothsayer is better than I realized, or a seagull could have lectured me on this topic three hours past. Who can say?"
(After killing the Sidhe archer that took out his eye with cold iron, by stabbing them with the same quarrel he'd been shot with) "Looks like you've got a bit of Selkie blood in you. Normally, I'd just say it isn't fatal, but in your case..."
(Before unleashing the fury of a storm upon a Prodigal who had been preying on dreamers.. "You know that old story.. hell hath no fury? Witness the rage of heaven, fool."
